Oceanic Marketing has responded to the controversy surrounding its floating advertising screen in Banderas Bay, saying it has the documentation supporting its operation and will comply with any requirements issued by federal authorities.
The company issued a statement Tuesday, September 22, following public criticism after photographs and videos showed a vessel carrying a large electronic advertising screen sailing off the Puerto Vallarta coast.
Oceanic Marketing promotes the service as maritime advertising, using the slogan “Where your brand dominates the horizon.” The company said it is prepared to provide documentation demonstrating that its operations are properly authorized.
Meanwhile, Federal Deputy Bruno Blancas has taken the issue to the national level, raising concerns during the Twenty-First Ordinary Meeting of the Navy Commission in Mexico City.
Blancas, who represents District 5 in Jalisco, said the issue goes beyond visual pollution. He also expressed concern about potential impacts on the marine environment, particularly with whale season approaching in Banderas Bay. He noted that some vessels also use music while operating in the area.
According to Blancas, a review of existing regulations revealed gaps in how this type of commercial activity is governed in national waters. He said agencies including the Secretariat of the Navy (Semar), Semarnat and the Port Captaincy should be involved in determining what authorizations are required.
Proposed Changes to Federal Law
Blancas announced that he is preparing a bill to amend the Navigation and Commerce Law and establish clearer federal rules for commercial advertising conducted from vessels in Mexican seas and near beaches.
He said the goal is to protect people’s ability to enjoy beaches and coastal waters without being negatively affected by activities that are not adequately covered by current regulations.
The deputy also warned that without clearer rules, more advertising vessels could eventually operate in Banderas Bay.
During the Navy Commission meeting, it was agreed that information about the operation would be sent to the Secretariat of the Navy to determine whether the vessel has the required authorizations and whether the Port Captaincy is aware of its activities.
Blancas said that if the necessary authorizations are not in place, he will request that appropriate measures be taken.
The Puerto Vallarta Municipal Government has separately asked federal authorities to review the vessel’s permits and operating conditions. Until those reviews are completed, no official determination has been made that the vessel is operating illegally.
